LICENSE:   K-8 or 7-12 TESL Endorsement Required

 

OPEN TO:  Licensed employees of Carson City School District who are employed for the 2018-2019 school year. 

                

TRANSFER PERIOD:  Closes May 21, 2018.

 

NOTE:  This position begins the 2018-2019 school year. Position includes 10 additional days added to base contract.  This position is strictly contingent on sufficient grant funds. 

 

Per Article 15.9 of the Comprehensive Agreement between the Carson City School District and the Ormsby County Education Association "Teachers seeking appointment to a special assignment position will not be guaranteed return to their former position should their assignment last more than one school year."

General Job Description:

Under the supervision of the English Learner Program Director and the Educational Services Department, this position is responsible for designing, conducting, and supporting English Learner programs and, staff professional development. The Implementation Specialist hired for this position is primarily responsible to support the development of high quality instructional practices that meet the educational needs of English Learners. In order to meet the expectations associated with the position, the Implementation Specialist must provide professional support to the individual classroom teacher, EL teachers, EL paraprofessionals and building administration through a collaborative model to include coaching and targeted professional development. In addition, the Implementation Specialist will facilitate the development of guaranteed and viable instructional practices in order that English Learners have appropriate instruction and assessment that incorporates the best practices of high quality sheltered instruction (HQSI). The Implementation Specialist will support district staff in the use of student data systems to include ELLevation, Mastery Connect, Member Center, and NWEA-MAP tools to support high quality instruction of English Learners.  The Implementation Specialist will collaborate with the site English Learner family liaison(s) to coordinate research based programming that engages families in the support of the academic success of English Learners.

 

Experience or training required:

 

  • A minimum of 5 years classroom instruction experience required.
  • Working knowledge of current education programs, and trends and best practices in English Learner education.
  • District, departmental, and campus policies and procedures.
  • Knowledge and ability to apply Nevada State Standards for Professional Development.
  • Ability to design and deliver research based high quality professional development projects.
  • Ability to implement and adapt professional development databases.
  • Ability to conduct research and gather data about program effectiveness.
  • Superior reading, verbal, written, and interpersonal communication skills.
  • Superior presentation skills.
  • Ability to utilize data base management systems and software systems as part of work in completion of assignments (e.g., Word, Excel, Outlook, ELLevation, Infinite Campus, Mastery Connect, NWEA-MAP, etc.).

 

Ability to:

The English Learner Program Implementation Specialist must be able to assist teachers in developing effective differentiated lessons that allow English Learner students to simultaneously acquire content knowledge and language acquisition skills based on mastery of the Nevada Academic Content Standards and the WIDA language acquisition standards. The Implementation Specialist must be able to identify and develop professional development opportunities for the English Learner Program that support Carson City School District School Board Policy 219 and Carson City School District Regulation 219 regarding educational programming for English Learners. In addition, the Implementation Specialist must be able to effectively work with administrators, teachers, and paraprofessionals to design and create opportunities that lead to significant improvement of school and classroom practices for English Learners.

 

Licenses or Certificates Required:

Possession of a valid Nevada Teaching License with a TESL endorsement completed, a valid drivers’ license issued by the state of residence, and an original Social Security Card.  An understanding of formative and summative assessment and coaching experience preferred.  When applying for a certificated licensed position, candidates must meet the position requirements as listed on the appropriate position vacancy announcement.

 

The Job Functions:

The English Learner Program Implementation Specialist will work closely with the English Learner Program Director, district office personnel, site administration and teachers to facilitate effective instruction for English Learners.  Job responsibilities will include creation of programs, lessons, and professional development opportunities related to curriculum, instruction, assessment, and parent engagement, all of which promote the development of high quality teaching and learning opportunities.

 

Essential Duties and Job Responsibilities:

 

English Learner Program TOSA Activities:

  • Must be able to follow district directives in implementing this initiative including working with administrators, teachers, and para professionals involved in different aspects of the English Learner Program.
  • Support teacher growth in implementing HQSI strategies in all content areas through regular classroom observations and teacher feedback sessions.
  • Provide collaborative support to teachers through problem solving, modeling lessons, scheduling opportunities for peer observations, and conducting training sessions.
  • Sustain English Learner Program staff’s growth in HQSI instruction and integration by providing or coordinating quarterly network meetings.
  • Assess and monitor English Learner Program student growth through the collection, and disaggregation of formal and informal assessment data.
  • Monitor English Learner Program implementation and integration with all core content at all school sites.
  • Communicate the progress of English Learner students with parents, staff, school leaders, and the community at large.
  • Support parent engagement in the English Learner program; including, but not limited to, organization and support of the English Learner Program Parent Advisory.
  • Demonstrate the ability to implement staff development initiatives from start to finish.
  • Utilize the four cognitive coaching stances (coaching, collaboration, consultation, and evaluation) to support adult changes in practice.
  • Effectively apply Nevada State Standards for professional development as a guide to produce, implement, and evaluate staff development initiatives.
  • Understand and facilitate PLC work. Must be able to observe, gather data, and coach individuals and teacher teams on PLC processes. Must be familiar with the PLC protocols.
  • Maintain a positive working relationship with faculty as a mentor and coach, not as an evaluator.
  • Monitor student achievement and programming to ensure that every child is making adequate progress.

 

Skills:

  • Understanding of English Learner Program pedagogy and the WIDA standards, including but not limited to the Can-Do Descriptors.
  • Understanding of Cognitive Coaching; coaching abilities.

Content Knowledge:

  • Knowledge of unit/lesson planning and development as it relates to the NVACS and WIDA.
  • Learner-Centered mindset to support unit design and development. This includes establishing learning targets, SMART goals, and assessment development.
  • A deep understanding of best practices to meet the needs of English Learners who have been identified as IEP, GATE & McKinney Vento, and other under-represented populations.
  • The candidate must be highly skilled in the area of differentiated instruction, curriculum compacting and acceleration for English Learners.
  • Knowledge of content area strategies that can be used by teachers to allow students of various academic levels to interact with each subject.
  • Knowledge of the social-emotional needs of English Learners, including needs specific to refugees, newcomers, and students with limited or interrupted formal education (SLIFE’s)
  • Knowledge of the design and use of assessments to measure the progress of English Learners.
  • Knowledge of state mandated exams and data associated with those exams. Must be able to support teachers across content areas to utilize this data to support effective instruction for English Learners.
  • Knowledge of the co-teaching model to provide services to English Learner students. The Carson City School District utilizes this model to provide services and the implementation specialists must understand these practices and be able to support teacher teams as they do this collaborative classroom work.

 

Professional Integrity:

  • The students of the school must come first. The stance of the implementation specialists must be founded in student performance and supporting the change in adult behaviors which ultimately lead to students improving their academic performance in all areas.
  • The English Learner implementation specialist must be able to support the change process and follow district directives when implementing the English Learner programming at all CCSD schools.

 

 

General information:

  • Implementation Specialist is expected to work 183 days and any additional days as required.
  • The Implementation Specialist will operate under a flexible start schedule that will require them to work a 7.5 hour day, but the start time will vary based on daily responsibilities.
  • The Implementation Specialist will be selected by district office and site level personnel.
  • The Implementation Specialist must demonstrate the ability to improvise and make adjustments in order to meet the needs of the English Learner Program and English Learner students.
